Selectmen's Minutes 10/3/06
The weekly meeting of the Board of Selectmen was held on Tuesday evening, October 3, 2006 at 7:35 p.m.
 
Present: Peter A. Hamilton, Chairman; Theresa McNulty, Clerk; David L. Walsh
            George Samia, Town Administrator
            Karen Grabau, Adm. Assistant
 
Board agreed to pass over Actions Items as minutes were incorrect and zoning by-law request needs additional information.
 
Discussion
 
Board discussed items, which have not been addressed from the recommendations of the Government Review, i.e. Recall and Town Planner.
 
Mr. Walsh thanked Karen Grabau and Marcia Weidenfeller for putting together package of recall by-laws, etc. from other towns. Suggested that the Board look over the package and discuss at next weeks meeting.  Noted that the Board would welcome input from interested residents and have town counsel make recommendations as to how to do recall by-law.
 
Mrs. McNulty noted that recall is not vendetta tool but would be used in situations for gross negligence, unlawful acts, etc.
 
Mr. Hamilton noted that the information in the package is similar to the information the board got for the DPW; each town has a little different approach; Board can choose best of each.
 
Mr. Walsh asked Mrs. Grabau to put together a package of job descriptions from area towns for Board to review.
 
Mr. Walsh also recapped the primary and secondary goals put forth in the Government Review Report and noted that many of these items have been accomplished. It was noted that the community was involved with the review and the decision as to which recommendations would be acted on.
 
A discussion was held regarding Capital Planning Committee’s work on capital projects. Mr. Walsh explained the Committee is putting together a plan for a Capital Project Stabilization Plan and funding mechanism. An explanation of the current debts, bonding articles, etc. was given.
 
Mr. Walsh explained that a town meeting and a town election would be needed to approve plan. Noted that the goal of the committee is to put together a plan that would have the least impact on taxpayers.
 
Mr. Hamilton expressed his agreement with a planned approach with long-range planning.
 
Mr. Walsh stated that once the plan is completed, the Committee will present it to the Selectmen and will look for public comments.
 
Correspondence
            School Committee meeting – Selectmen will attend and join in the interviews for
appointment to fill vacancy on School committee. Board requested that copies of resumes from Candidates be forwarded to Board.
 
            Homecoming – October 28, noon
 
            Fall Festival at Sachem Rock Farm – October 14

            Coins for the Community – fundraiser to start – coin collections at Town Hall, Schools,
Library.
 
Reminders
            Water Hydrant Flushing to begin on October 10 – Tuesday and Thursday evenings,
9 p.m. – 1 a.m.
            Recycling Center – open 1st and 3rd Saturdays, 9 a.m. – 1 p.m.
 
Town Administrator Report
            Free Cash Certification  - waiting for DOR; should be certified soon
 
Open Forum
            No one present
 
M/McNulty, s/Walsh, move to close Open Session and go into Executive Session for the purpose of discussing possible litigation and will not be returning to Open Session.
VOTE: Yes – McNulty, Walsh, Hamilton; a unanimous vote in favor.
